Jamboree Larkin Place Supportive Housing in Claremont

Jamboree, a nonprofit affordable housing developer, is proposing the new construction of Larkin Place – an supportive housing community at 731 Harrison Avenue in Claremont, CA – for some of the city’s most vulnerable individuals and couples. In partnership with the City of Claremont and Pilgrim Place, a nonprofit, Continuing Care Retirement Community (CCRC) adjacent to the property, this redevelopment opportunity will transform an underutilized site owned by Pilgrim Place into 33 apartments of permanent housing with supportive services for low-income, special needs households that are formerly homeless or at risk of homelessness.

A successful partnership for the long-term

The City of Claremont has been working with Pilgrim Place and affordable housing agencies for several years to develop this vacant site on Harrison Avenue. The site’s existing zoning allows for the provision of affordable housing and its proposed density. Larkin Place is the result of these efforts. Jamboree is excited to partner with the city on this proposed supportive housing development that furthers the city’s strategic goal to promote housing for extremely low-income households and increase housing to reflect community needs, including vulnerable individuals and couples who are at risk of or overcoming homelessness.

The city partnered with Jamboree more than a decade ago to develop Courier Place, a multigenerational affordable housing community for families and seniors located at 111 South College Avenue in Claremont. Courier Place is widely viewed as a success for the community and the residents it serves. At the time of its completion, this award-winning community was the first affordable housing development in Southern California to achieve a LEED for Homes platinum rating, the highest level of environmental certification from the U.S. Green Building Council.

Extending a legacy of serving local residents

For Pilgrim Place, selling the property specifically for use as extremely low- income housing furthers its mission and goals related to community service and care – a commitment to serve local residents that spans 100+ years. Pilgrim Place selected Jamboree because of a shared value to be a good neighbor for the long-term – one that is intentional about social responsibility, environmental sustainability, diversity, and developing services that foster meaningful growth and dignity for residents. The nonprofit retirement community hopes to be actively involved in the service delivery and success of Larkin Place by being an active partner with Jamboree through the involvement of Pilgrim Place residents, boards, and committees.

The permanent supportive housing with services that Jamboree will bring to Larkin Place will enhance the quality of life for Claremont by bringing neighbors from homelessness into housing. Along with a permanent home, these residents will have onsite access to trained professionals who can provide services and support – including case management, life skills education, and opportunities for social connections and meaningful activities.

A permanent home for vulnerable residents in Claremont

The vision for this four-story property features a combination of 32 studio and one-bedroom apartment homes to serve households with Permanent Supportive Housing – who earn no more than 30% of the area median income – as well as a two-bedroom apartment for an onsite property manager. As Jamboree’s licensed general contractor, Quality Development and Construction, Inc. has worked collaboratively with city staff to create a vastly superior site plan and building design to ensure that the architectural design of Larkin Place will integrate with the fabric of the surrounding community. Hence, the contemporary approach on a mid-century modern style that takes much of its inspiration from the design of the nearby Joslyn Senior Center and many mid-century homes in the surrounding Mountain View neighborhood.

Current plans for common areas at Larkin Place include a community room with kitchen, leasing and office space for onsite property management and resident services, as well as outdoor barbecue and seating areas. Parking plans will address the onsite needs of these special needs residents as well as the priorities of the surrounding community. Located in the Mountain View neighborhood, this new supportive housing community is a short walking distance to downtown Claremont and public transportation via bus line. Nearby are the Joslyn Senior Center, Larkin Park, Marlow Park, and Memorial Park.

Is this property another homeless shelter?

Jamboree’s development at 731 Harrison Avenue in Claremont is not a shelter. Unlike homeless shelters, residents in permanent supportive housing sign leases and do not move out after short stays.

Individuals must qualify for this specific housing and will be referred to the property from participating referral agencies. Once residents sign an apartment lease, they may remain in their apartment long-term if they follow the community rules. There will be no onsite intake center for those experiencing homelessness, and no walk-in services will be available.

Supportive services for vulnerable residents to thrive

The supportive housing Jamboree proposes at Larkin Place combines affordable housing with onsite services for vulnerable individuals and couples on very low, fixed incomes. Jamboree’s approach to resident services focuses on helping residents achieve and maintain both housing and financial stability as well as improved health outcomes.

This customized approach by Jamboree focuses on programs and services that promote health, wellness, volunteerism, and socialization. That’s why Jamboree will provide extensive supportive and resident services as well as onsite property management at Larkin Place. Additionally, onsite program coordinators will assist residents in accessing other vital local community services.

Jamboree’s goal is long-term housing stability to keep these special needs residents active, stable, and thriving in their local neighborhood. Jamboree communities that take this Housing First approach – a national best practice to permanently house those experiencing homelessness – consistently realize better than a 90% success rate in these residents avoiding a return to homelessness.

    Jamboree is offering a walking tour of the future site of Larkin Place for local Claremont residents.

    • On Wednesday, June 22, 2022, 5:30-6:30pm, Claremont residents are invited to walk the property with Jamboree staff. This is an opportunity to see site plans and ask questions about proposed design elements.
    • Park on the west side of Larkin Park at Joslyn or on the surrounding surface streets to keep the east parking lot available for soccer practice parking.
    • Meet at 731 Harrison Avenue. No RSVP is required.
